I believe it is actually a boiler to generate steam for the retorts in a cannery building that burned down.There were many wooden buildings that housed fish canneries lining the Astoria waterfront at the turn of the last centuryWhen the Bumble Bee cannery was in operation and they cracked the retorts cooking tuna the entire town smelled of cooked tuna.The cannery that burned down here was a salmon cannery. The retort cooked the cans after they were filled with salmon. When it burned it was not in production and had been empty of equipment with the exception of the boiler.
